Sheff Wed Faces Serious Challenges, Declares Football Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's persistent issues are seen as a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has announced.

Through a comprehensive talk, Kogan, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

Kogan met with four supporter groups representing the football team recently.

The football club have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for English football and recently we have met fan representatives.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they need to be investigated and acted upon."

Financial Struggles and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at the stadium, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May caused limitations by the league officials in summer, preventing the club from carrying out any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the followers."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to work with them.

"The last thing what we want to do is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the game, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to lay out the remit of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on potential dangers and naturally, of the next two or three years."

Elite Division Worries

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I completely endorse the achievement and development as an economic entity of the elite league.

"As someone who appreciates the worry about compromising the top flight as an elite competition of the nation. But at the same time, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a significant confidence."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.

"I currently have no participation in any form of political activity."
